Residential property values are adversely and measurably impacted by close\u00a0proximity of industrial-scale wind energy turbine projects to the residential\u00a0properties, with value losses measured up to 2-miles from the nearest turbine(s),\u00a0in some instances.<\/p>\n 2. Impacts are most pronounced within \u201cfootprint\u201d of such projects, and many\u00a0ground-zero homes have been completely unmarketable, thus depriving many\u00a0homeowners of reasonable market-based liquidity or pre-existing home equity.<\/p>\n 3. Noise and sleep disturbance issues are mostly affecting people within 2-miles of\u00a0the nearest turbines and 1-mile distances are commonplace, with many variables\u00a0and fluctuating range of results occurring on a household by household basis.<\/p>\n 4. Real estate sale data typically reveals a range of 25% to approximately 40% of\u00a0value loss, with some instances of total loss as measured by abandonment and\u00a0demolition of homes, some bought out by wind energy developers and others\u00a0exhibiting nearly complete loss of marketability.<\/p>\n 5. Serious impact to the \u201cuse & enjoyment\u201d of many homes is an on-going\u00a0occurrence, and many people are on record as confirming they have rented other\u00a0dwellings, either individual families or as a homeowner group-funded mitigation\u00a0response for use on nights when noise levels are increased well above ambient\u00a0background noise and render their existing homes untenable.<\/p>\n 6. Reports often cited by industry in support of claims that there is no property\u00a0value, noise or health impacts are often mischaracterized, misquoted and\/or are\u00a0unreliable. The two most recent reports touted by wind developers and\u00a0completed in December 2009 contain executive summaries that are so\u00a0thoroughly cross-contingent that they are better described as \u201cdisclaimers\u201d of the\u00a0studies rather than solid, scientifically supported conclusions. Both reports\u00a0ignore or fail to study very relevant and observable issues and trends.<\/p>\n 7. If Adams County approves a setback of 1,000 feet, 1,500 feet, or any distance\u00a0less than 2-miles, these types of property use and property value impacts are\u00a0likely to occur to the detriment of Adams County residences and citizens for\u00a0which the nearest turbines are proposed to be located.<\/p>\n 8. The approval of wind energy projects within close proximity to occupied homes is\u00a0tantamount to an inverse condemnation, or regulatory taking of private property\u00a0rights, as the noise and impacts are in some respects a physical invasion, an\u00a0easement in gross over neighboring properties, and the direct impacts reduce\u00a0property values and the rights of nearby neighbors.<\/p>\n 9.
